TOPIC

Discuss processes and concerns on the Shell gasoline contamination cleanup at Waterloo and Oxford Streets

ACTION ITEMS/NOTES

1.   The Shell Canada Proposal Notice document was discussed at length.

a.   The form is posted on a Ministry website (search Environmental Registry ) It is up to the general public to review this website ( they have 30 days to do so) and appeal if necessary. There are no provisions in place to give notice to adjoining properties.
b.   The Ministry has been involved and monitoring since 2005

2.   Testing indicated northward flow of contamination from the station- therefore only 775 and 777 Waterloo were purchased by Shell for clean up.

3.   Remediation of soil contamination has been effective.

4.   Contamination was slight on south edge of 777 Waterloo with no contamination on the north edge of the property. Contamination does not exist in any other direction than north of the gas station.

5.   All documentation is available under the Freedom of information since there is a per page cost. (See forms below)

6.   Shell must submit a progress report every 6 months. Jason offered to advise us when it arrives and we then can request copies under the Freedom of Information Act.

7.   The boarded up house (777 Waterloo) maintenance monitoring is City responsibility.

8.   Jason was confident that this project will be completed on schedule with no issues. (It is thought that the clean-up would take about a year.)

SUMMARY

Test drilling indicates that no other properties than the two north of the gas station are exposed to any threat of contamination.

NEXT STEPS

• Request from Shell copy of latest report when it is issued.

•  The Bishop Hellmuth Community will have to work with Shell Canada on the disbursement of the two properties when remediation is complete.
